Multiple Polling Cards in Singapore

I was wondering if there are any NGOs or independent bodies overseeing this process of printing polling cards and boxes, etc.

It just feels like something that a democratic country should have checks and balances. If a department in charge prints extra cards and boxes, and these boxes suddenly show up at the counting station, how do we know it is a fraud?

If a person has multiple polling cards and vote more than once, if the elections department does not declare, how can we even know if a fraud happened?

If this multiple polling card incident was not flagged out and limited people have multiple voting cards, and are allowed to use them (at different polling stations) Is there a way to check for “double voting”?

10,000 voters in Tanjong Pagar GRC receive two poll cards. Is there anyone overseeing the process before the cards are shipped out? This is a serious error, and not just something you can blame the printers for it.
