Everyone has their own levels of beliefs and morals. There are some people who would wait at a crosswalk even at midnight when there are no cars for the lights to turn green to cross.
Everyone has their tolerance and conditional preferences. Some people may choose not to pay for parking if they are just running to the store for a moment, not because they believe that they can get away from not paying parking, but rather, they believe that it was necessary to pay.
Some people may observe someone drop cash on the ground and wait for the person to walk away before picking it up, but would not shoplift.
For others, their limits for what that might be considered “anti-social behaviors” may be higher.
In large cities, with the rise of food delivery personnel, there are more drivers and rider that would break the law and create inconveniences for others by double-parking, making illegal U-turns or doing dangerous maneuvers on their vehicles (scooters/bicycles/cars) just in the name of saving time. For many of the delivery personnel, their attitudes when they are not working may be completely different.
